Landslip risk is a live issue. Council’s C225 EMO mapping review tightens how debris-flow and landslide risk are handled, so geotechnical inputs are common for arenas (cut-and-fill) and stable pads.

How long will approvals take with Yarra Ranges Council?

Does converting an existing outdoor arena to an indoor arena need a permit?
Usually yes. Enclosing/roofing an arena is assessed as buildings & works and may also trigger overlays (BMO, SLO/EMO/LSIO, heritage/landscape). If lessons/clinics or paid instruction are proposed, Council may treat it as (or add) horse riding school (use). We’ll confirm the correct pathway and bundle any supporting reports up front.
