Heritage Overlay gradings in Boroondara: what they mean for your project

Much of Boroondara — including large parts of Camberwell, Kew, Hawthorn, Canterbury and Balwyn — sits within a Heritage Overlay (HO). The City of Boroondara grades affected properties into three levels, and your grading determines how strictly Council assesses your plans:
- Significant — individually important places that carry the tightest controls. External changes, demolition and new work are all closely scrutinised, and a permit is almost always required.
- Contributory — places that help form the character of a heritage precinct even if they aren’t individually significant. Sympathetic external alterations are expected, and demolition is generally discouraged.
- Non-contributory — places that sit within a heritage precinct but aren’t themselves of heritage value, which usually allows more flexibility, provided the design still respects the surrounding heritage streetscape.
Knowing your grading before you commission drawings can save significant time and cost.
